Seijo Ishii Shin-Marunouchi Building Store is easiest to reach from the Marunouchi Underground Central Exit of Tokyo Station (outside the ticket gates).
From the Marunouchi Underground Central Exit, the store is directly connected via an underground passage, so you can get there without getting wet on rainy days.
